In order to strengthen the management of water environment, cumulative and sudden risks were integrated into risk assessment of water environment. Analytic hierarchy process (AHP) was used to empower the index system. The cumulative and sudden risks of water environment were divided into five levels. The zoning matrix of risk level was applied to evaluate Liao River estuary area. The evaluation results were basically consistent with the field survey results. Although the cumulative risk of Liaoning province in 2011-2017 showed a downward trend, it is still in a high-risk state. The investment in water treatment, the number of water treatment equipment and water quality were the major factors that affect the cumulative risk, and the critical enterprises around the Liao River estuary are the main factors that affect the sudden risk. The above indicators were controlled can reduce the water environment risk.
