A brief description of the agro-industrial complex is given as one of the largest sectors of the economy, the state and dynamics of the reproduction processes of which ensure social stability in society, the competitiveness of agricultural products on the world stage, and the achievement of food security. The role of the agro-industrial complex, as an element of Russia’s national security, is revealed. The need to develop a concept for ensuring the organizational and legal security of the agro-industrial complex, taking into account the specifics of agricultural relations is reflected. The basic concepts concerning the essence of legal security and its role in the system of national interests, the terminological apparatus describing the state and transformation of the legal security system due to destabilizing factors are considered.
