The paper introduces the possibility of using covariance matrices in the factor analysis. The factors affect the effectiveness of issues’ solution, concerning the involvement of unused agricultural lands in the active economic turnover in land use planning projects. The usage of the analysis tool, proposed by the authors, helps to improve the efficiency and objectivity of project decision substantiation in land use planning.
