Based on the background of electricity transmission and distribution price reform, this paper focuses on the substation assets, through the influence analysis of reform policies to the power grid company operation and management, aimed at the high quality development of the company and power grid, to establish the substation comprehensive investment demand evaluation index system, specify the index calculation methods and evaluation principles, construct the substation comprehensive investment demand evaluation model, collect the actual data of a power grid company’s substations, measure and calculate, and put forward the substation investment and construction advice according to the results of the measurement, to assist the company for investment decision making.
