The increasing number of people in Indonesia and modern economic activities create mobile lifestyle. The demand for goods creates more supply into the market and it needs more economic resources. Production and consumption create waste and pollution. The waste from the household causes tremendous negative impacts on the social, economic, and environmental aspects of life. To solve the unmanaged waste, people build a waste bank where people can collect and give their waste to the waste bank in which it is a unique independent system. Based on the qualitative research at the Central Waste Bank at Makassar City (2019) which has almost one thousand waste bank units and the previous research at Pulo Kambing Waste Bank in East Jakarta (2018) which is already advanced level organization, there are two main goals that it can be seen through the waste bank system. The Central Waste Bank at Makassar City has a top-down approach based on the regional waste management policy. Pulo Kambing Waste Bank in East Jakarta has a bottom-up approach to build their organization capacity. The two main goals that can be achieved through the waste bank system are to increase household income and to manage the environment, focusing on the 3R concept (reduce, reuse, and recycle).
