Through studying the basic characteristics of the industrial development of small towns in western China, this paper analyses the following: the industrial selection characteristics of characteristic small towns in western China, the industrial cultivation process of characteristic small towns in western China, the subjective and objective conditions of industrial cluster composition, and the internal and external factors affecting the composition of industrial clusters. Using the cultivation of the Taicun town industrial cluster in Xianyang city, Shaanxi province, as an example, this paper discusses the methods and paths to promote the development of characteristic small towns through the selection and cultivation of characteristic industries.
