With the thriving of Chinese nuclear power industry and spent fuel transport, the current transport mainly depending on road network can’t meet its demand. To solve the problem, China starts to establish a multimodal transportation using road-sea-railway. Based on safety principle, this paper studies various stages of sea transportation, proposes a transportation scheme for spent fuel, which covers port construction, ship selection, route selection and demonstration, and puts forward the corresponding transport organization system, safety technology supporting system for sea transport.
