In order to solve the problem of frequency planning of VHF radio network, the constraint relation of VHF radio network is analyzed, the inter-network interference optimization model including interference matrix and cost function is established, and a frequency planning method based on tabu search is proposed. Finally, the model and algorithm are analyzed and verified with examples.
