The present paper proposes a solution to the problem of improving the accuracy of cost estimation at the initiation stage of a project for the development of a software product, the main module of which is a knowledge-based mathematical module. The approach of used system modeling is described, aimed at simplifying the process of analyzing the complexity of the system and improving the accuracy of assessing labor costs. The result of the work is a validation of the proposed approach, performed on the comparison of the expert assessment, the obtained assessment after modeling the system, and actual labor costs.
