The results of theoretical and experimental studies of heat generators that convert electrical energy into heat with a high-energy conversion coefficient are presented. A hypothesis is proposed on the origin of a highly efficient transformation in the form of a second-order phase transition with a transition of water from the cluster state to the monomolecular state and vice versa.
