In order to evaluate the environmental situation of electric power business in Lishui City, a relatively objective evaluation index system was established by using literature review method and Delphi method. The network analytic network process (ANP) and fuzzy comprehensive evaluation method are combined to comprehensively evaluate the electric power business environment in Lishui. Firstly, the weight of each evaluation index is determined by ANP method, which overcomes the defect that the analytic hierarchy process (AHP) can not reflect the mutual influence relationship between indicators. Then, the ANP-based fuzzy comprehensive evaluation model is constructed to evaluate the uncertain electric power business environment and calculate with the help of Super Decisions software. The results show that the electricity business environment in Lishui is better. Finally, some measures to improve the electricity business environment were proposed based on the corresponding indicators.
