With the need of highway industry measurement standard value transmission and traceability, this paper surveys and analyses the measurement comparison activities carried out inside and outside the industry and study the implementation and evaluation of the measurement comparison. To improve the analysis precision of the method and the credibility of the results of the analysis, we establish the evaluation model, which is verified by an example. The results provide support for the establishment and improvement of highway engineering measurement system.
