Preface

It is our great honor and pleasure to welcome you to the 2019 12th International Conference on Computer and Electrical Engineering (ICCEE 2019), which was held in TU Delft, Netherlands on November 6-8, 2019. The objective of ICCEE is to present the latest research and results of scientists (preferred students, PhD Students, and post-doc scientist) related to computer and electrical engineering topics. This conference provides opportunities for the different areas delegates to exchange new ideas and application experiences face to face, to establish business or research relations and to find global partners for future collaboration. We hope that the conference results constituted significant contribution to the knowledge in these up-to-date scientific fields. The papers have been through diligent blind peer-review processes conducted by the technical program committee and international reviewers who are qualified within this field. These distinguished authors have provided different perspective of technology around the world. We had 35 submissions and accepted 18 high quality papers related to computer and electrical engineering this year. The submissions are from many countries and regions such as Hungary, Taiwan, Indonesia, Russia, China, Iraq, Korea, Qatar, Russian Federation, Algeria, Iran, Japan, Thailand, Turkey, Saudi Arabia, Pakistan, Denmark, India, Jordan, BiH, etc. We also would like to express our gratitude to the conference chair, technical program committee chairs, session chairs, conference secretariat as well as all participants, who have dedicated their constant support and countless time to bring these scratches into a book. The proceeding is a credit to a large group of people, and everyone should be proud of the outcome. We truly believe the participants will find the discussion fruitful, and will enjoy the opportunity for setting up future collaboration. It is our sincere hope that you will enjoy the conference. We also hope ICCEE will one day become the leading conference in this specific academic area.
