Brantas River is a river that is used by the people of East Java for drinking water sources, irrigation, regulating water discharge, and tourist attractions. However, the bad habits of the people around the Brantas River now have damaged the ecology of the Brantas River, one of these habits is throwing garbage. To protect the ecology of the Brantas river, a system is needed to monitor the activities of people who dispose of garbage in the Brantas river in real time using Open CV. One of our efforts is to establish a Closed Circuit Television system to monitor the activities of residents in the Brantas river area which is commonly used by people to dispose of garbage. The system applied is used to provide moral punishment to people who throw garbage. The way this system works is to record an area that is often used by people to dispose of garbage, if people find it throwing garbage, the admin system will take pictures and crop, then the photo is processed with Open CV. The introduction of people who throw garbage is done from the front view. From the results of the trial as many as 125 times, the system can recognize faces correctly as many as 117 times (93%).
