CHORUS: moving research publications in line with US federal funding requirements On 22 February 2013, the White House Offi ce of Science and Technology Policy (OSTP) issued a directive to US Federal agencies that fund more than $100 million annually in research and development. The memorandum from OSTP Director John Holdren1 calls for each agency to develop plans by August 2013 for its funded research to be ‘made available to and useful for the public, industry, and the scientifi c community. Such results include peer-reviewed publications and digital data.’ The directive is driven by the generally accepted premise that ‘[s]cientifi c research supported by the Federal Government catalyzes innovative breakthroughs that drive our economy. The results of that research become the grist for new insights and are assets for progress in areas such as health, energy, the environment, agriculture, and national security.’ The OSTP memorandum encourages public–private collaboration, acknowledges the value of publishers, and seeks stakeholder input. In meeting the intent of the OSTP directive, the memorandum requires agencies to address the following eight objectives for scientifi c publications and data:
