This paper considers the concept of a federated network of repositories of information for research and higher education, and discusses the main engines for change in that market using availability and use of information as parameters. The value chain is used as an analytical instrument in considering options for, and roles and responsibilities of, the stakeholders. Strategic issues are discussed in the context of a high‐level strategy for this market and its consequences for the different stakeholders in the value chain, and in particular research and higher education institutions.
