The main difficulties (both conceptual and practical) in this area are outlined and some solutions are proposed. Following an introduction, the paper proceeds by a series of questions as follows: 1) Why train? 2) Who trains? 3) Whom to train? 4) How to train? 5) Where to train? and 6) The future of training. Reference is made to the literature where appropriate.
