Program evaluation is concerned with the systematic gathering and interpretation of information about a program to enable decisions about its development to be made on a rational basis. It is a distinct activity from research and does not attempt to generate new knowledge or to prove causality. It emphasises the need to assess problems that are important to solve rather than the ones that are just easy to measure precisely. In this review the principles of program evaluation are outlined and relevant examples to the dependency field are given.
