Taking active management measures and considering operating characteristics of distributed generation (DG) in the planning stage, a bi‐layer model on framework planning for active distribution network is built. The minimum annual total cost is regarded as the objective function for the upper layer of the built model while the minimum active management cost is taken as the objective function of lower layer of the built planning model. The upper and lower layers of the planning model are solved by tree structure coding partheno‐genetic algorithm and primal‐dual interior point method, respectively. Considering operating characteristics of DGs, a probability density function is obtained in accordance with historical data, and representative scenes are constructed based on Wasserstein distance. The test system demonstrates the validity and rationality of the bi‐layer planning model as well as the positive effect on DG's reducing network loss and improvements on system operations.
