THE disruption, destruction and political realignments of World War I and World war II both deeply affected and ultimately transformed the International Council of Nursing (ICN). In the late 1940's, after years of war, ICN embarked upon the long and difficult struggle to regain normality. The war years had affected ICN member associations profoundly. Some associations no longer existed, and for other, it was a slow, painful climb back to membership status. Despite the trauma, ICN regrouped itself to enter a period of stability which gave rise to both consolidation and expansion.
