This paper revises the framework for incorporating the risk of catastrophic failure in the evaluation of new and existing high‐hazard dams. The paper demonstrates that by including both losses to structures and lost flood control benefits, the current method of computing risk costs introduces some measure of double counting. Several rebuilding scenarios are discussed and related to the loss of flood control benefits.
