A multiattribute utility function was used to specify the decision‐maker's preferences, along with a zero‐one budget model, to solve the problem of selecting among interrelated multiobjective long‐range projects. Increasing the number of projects increases the complexity of the problem. The advantages of the model for relatively small problems are demonstrated by a case study dealing with a subset of Israeli water development projects for 1981.
