The impact of charges and bribes on the long run price, output, and waste emission levels of firms and industries located in different watersheds is analyzed. The analysis concludes that the impact of charges or bribes on long run waste emission levels of firms within any one watershed is indeterminate because of possible scale adjustments of firms due to changes in resource prices. For example, a charge that encourages the exit of firms from an increasing cost industry can lead to increased waste emissions from any one firm and watershed if the prices of resources associated with plant scale decline in relation to the prices of other resources.
