In a recent letter Loucks [1970] made a few interesting comments about the linear decision rule proposed by Revelle et al . [1969]. Loucks' first comment concerns the initial storage volume defined as a 0 · C ; a 0 ≥ a m , where a 0 and a m are specified fractions. The release constraints for the first time period are given by (1) q 1 ≤ a 0 · C − b 1 ≤ f 1 where a 1 , b 1 , f 1 , a 0 , a m , and C have the same meanings as defined by Loucks and Revelle et al.
