It is often taken to be self‐evident that some sort of reservoir site preservation policy should be adopted in view of the scarcity of sites, the pressure to use them for other purposes, or the general rise in land prices. Upon further reflection, however, the issue appears to be quite complex. This comment briefly discusses possible reasons for preservation policies and assesses alternative methods for implementing them. These thoughts are directed primarily toward policies that might be adopted at the state level. It is hoped that they will stimulate further discussion of the matter.
