The scattering of high‐frequency scalar waves by a reflecting surface containing two‐scale, two‐dimensional cylindrical random irregularities is considered. All possible specular contributions, as well as the effects of large‐scale shadowing, are accounted for. Expressions for the average field and the average intensity are derived and evaluated numerically. The results obtained differ qualitatively from those known in the literature and agree with the latest experimental data.
