During the past four years the problem of climate has received unprecedented attention in the atmospheric sciences. The upsurge of interest and concern for a subject whose roots go as far back as science itself is clear testimony to the importance attached to the problem. Part of this activity is due to the recognition by scientists that climate is a challenging problem for which there is the possibility of significant progress by the application of modern methods of data collection and diagnosis, mathematical modeling techniques and impact analysis, and part is due to the recognition by governments that climate continues to exert an important influence on man1s activities and welfare. From either viewpoint, climate is now regarded as a problem “whose time has come.”
