This paper reviews the progress in our understanding of the solar modulation of relativistic galactic cosmic rays during the years 1975 to 1978. The contributions of U.S. authors are emphasized, although all major results published in English‐language journals are discussed. Topics reviewed include the microscale theory of particle scattering, steady‐state modulation models, particle drifts and effects due to the three‐dimensional nature of the solar modulation region, discrete periodicities and hysteresis in the cosmic‐ray intensity‐time profile, and aperiodic temporal variations and Forbush decreases. Prospects for improving our understanding of these phenomena in the near future are briefly discussed.
