It is suggested that energetic ions streaming outward from the earth in the auroral regions will produce electrostatic electron waves. The amplitude of these waves would be limited by nonlinear or possibly linear mode coupling into electromagnetic waves on resonance cones both above and below the electron plasma frequency. Small density irregularities can subsequently refract these waves allowing them to propagate as electromagnetic kilometric radiation or V.L.F. hiss.
