During the doldrums of the Washington, D.C., summer in late July and early August, the debate about whether the United States should sign the Kyoto Protocol to the United Nations Framework Convention on Climate Change, and what the price tag might be, continued unabated. The Clinton Administration and several private groups issued policy papers, and the U.S. House Committee on Small Business held its third oversight hearing on the issue.
