Four and one‐half months after the FY 1998 budget request went to the U.S. Congress, the work of writing appropriations bills has begun. Both the House and Senate Appropriations Committees have set how much money each of their 13 subcommittees will have to “spend” for the year. This cutting of the discretionary spending pie enables each committee to divide its slice among programs under its jurisdiction. It is customary for the House to pass all of its appropriations bills by the end of July, although Congress is behind schedule this year.
