Two briefings cosponsored by AGU on 10 July 2007 helped to inform U.S. congressional staff about the effects of hurricanes. The briefings—one each in the House and the Senate—were timed to inform staff about legislation before Congress that would implement the recommendations of the January 2007 National Science Board Report, Hurricane Warning , by creating a National Hurricane Research Initiative. Speakers addressed different aspects of hurricanes, including improved forecasting, reducing coastal vulnerability, and developing better warnings and emergency responses in hurricane‐prone areas. Craig Fugate, director of Florida's Division of Emergency Management, emphasized that eight of the top 10 costliest disasters in U.S. history have been hurricanes. He also stressed that improved emergency response and preparedness can reduce loss of life and aid in reducing property damage.
