Although the Bush Administration has proposed a decrease in the budget of the U.S. National Oceanic and Atmospheric Administration (NOAA) of $60.8 million, or 2%below FY01 enacted levels, its proposed FY02 budget generally supports NOAAs programs and goals, and makes ends meet by not including Congressional earmarks. What is unclear, though, is what might happen to the budget balancing act if Congress adds earmarks, and if advocates are successful in increasing funding for some areas slated for cuts, including programs related to coastal and Great Lakes research.
