These are the images. A countryside under water. People wading through flooded urban centers. Families gathered on rooftops or clinging to tall tree branches that poke above the rising water as relief workers in helicopters hover to the rescue. After slogging through an extended civil war that ended in 1992, the impoverished country of Mozambique last year actually outpaced much of the world in economic development, with a robust 9% increase in gross domestic product.
