In Canada, a land where hockey is king, people might call U.S. transboundary annoyances, such as air pollution, offsides. Smog, according to Canadian Environment Minister David Anderson, recognizes no boundaries. Southern Canada imports 30%–50% of its ground‐level ozone from the United States, and air pollution causes about 1,800 deaths in Canada annually through respiratory distress and other ailments, he said.
