These proposed amendments to the Bylaws, prepared by the National Bylaws Committee in consultation with qualified parliamentarians, will be brought before the House of Delegates at the Fifteenth Annual Congress in Boston. The proposed amendments deal with Article VIII, Section 3, regarding credentials, and Article X, regarding the collection of dues. Both the current Bylaws and the proposed amendments are printed side by side, with the proposed amendments appearing in the tinted areas. A discussion of the reasons for the proposed amendment on collection of dues and the advantages it offers to the membership follows in detailed outline. The Bylaws Committee presents this data in detail here in order that every member will have an opportunity to review, study and weigh the changes suggested and the advantages contemplated. We ask you to seriously examine these amendments and to be prepared to instruct your delegates to act at the Congress. These amendments will be presented to the House of Delegates at the first meeting on Sunday and voted upon at the second meeting of the House of Delegates on Wednesday.
