SEGURO DE SALUD Y PRINCIPIO CONTRIBUTIVO DE LA SEGURIDAD SOCIAL EN LOS ESTADOS UNIDOS DE AMÉRICA

RESUMENEl principio contributivo ha perfilado el debate histórico sobre el aseguramiento universal de salud en los Estados Unidos. Desde la creación de la seguridad social en 1935 hasta la promulgación de la Ley de Cuidado de Salud Asequible o Ley Obamacare en el 2010, los opositores al aseguramiento universal han buscado validar el derecho al seguro de salud a través de la contribución individual a su financiamiento. Este artículo describe el principio contributivo en el aseguramiento de salud, y presenta la exclusión de los inmigrantes indocumentados al marco de la Ley de Cuidado de Salud Asequible como uno de los mayores retos de la política de salud en los Estados Unidos.ABSTRACTThe contribution principle has been part of the historic debate regarding universal health care in the United States. Since the creation of health care in 1935 to the passing of the “Obamacare” law in 2010. People opposed to universal health care have sought to validate the right to health care through individual financing. This article describes the contribution principle in health care, and sheds light on Obamacare's exclusion of illegal immigrants as one of the major challenges of health care policy in the United States
