The purpose of this workshop was to design a general strategy for government and donor support for breastfeeding promotion in hospitals and maternity care institutions. The overall success of the oral rehydration therapy (ORT) campaign to attract attention and funding was examined as a model. Several components were identified as leading to its success: a lobby of dynamic individuals; simple packages to “sell”; arguments that ORT was necessary and technically understandable; arguments couched in the language of either policy leaders and/or scientists; and detailed plans of action.
