Rigorous solutions have been obtained giving the initial unsteady motion produced by the rotation of a circular cylinder in a viscous liquid. Both the external and internal solutions when the liquid is outside or inside the rotating cylinder have been obtained. In every case a steady state is reached. Curves showing how this steadiness spreads from infinity towards the cylinder for outside motion, and from the cylindrical surface towards the axis for internal motion, have been drawn.
