The rarity of storms and floods is of great scientific and human importance. However, the data requirements of the methods of analysis have not been studied. As a result there has been great uncertainty and debate about the rarity of these events. By applying a simple test, this problem is largely overcome since more realistic estimates are produced. The new approach should be supported by historical evidence and physically–based estimates of maximum rainfall.
