MINNEAPOLIS — “One of the biggest problems in international education is dealing with document fraud,” said Timothy J. Kell, senior evaluator at Educational Credential Evaluators, in a session at the annual meeting for the American Association of Collegiate Registrars and Admissions Officers. To do the job of international documentation verification correctly, you have to be able to think of all the ways to game the system, Kell said. “Everyone has a goal of doing this job well and helping students. But to help students, we have to help the good students and not the bad students,” Kell said.
