Georgia State University has implemented numerous initiatives that support student success, efforts that have earned the institution a high spot on U.S. News and World Report 's “most innovative schools” list. The university has also met enrollment targets while maintaining quality. But with those successes came an unexpected challenge, said Scott Burke, associate vice president for undergraduate admissions. The percentage of students who indicated an intent to enroll but did not show up in the fall grew from 12 percent to 18 or 19 percent over a several‐year period.
