Human history has witnessed different systemic transitions. Never before, at least in modern history, have the challenges for the given countries and simultaneously for the international community become so clear as in the former socialist countries in Europe. The complex interactions between the past and the present; the political, economic, and social processes; cultural values and institutions; and national and international factors have defined these challenges. The global information revolution, which put the transition process and its consequences into the limelight, added another dimension to the uniqueness of the changes. © 1999 John Wiley & Sons, Inc.
