This paper, inspired by the work of Larmouth, 1 describes a job scheduler now in service on an ICL 1906A with the GEORGE 4 Operating System. The main goals were to apply a smooth control of machine usage, enabling users to run work at rates proportional to their shares without any sharp cut‐off; to maximize the amount of work achieving very fast turnround; to provide predictable turnround; to allow users some control over turnround; to eliminate cheating; to be easy to understand and use. An outline of our method is given together with a discussion of some of the practical and theoretical problems with this sort of approach.
