A metal‐free, mild, eco‐friendly and efficient method has been developed for the synthesis of functionalized tetrahydroquinolines, quinazolin‐4(1H)‐ones and quinazolin‐4(3H)‐ones using metal‐free and economically viable heterogeneous catalyst PPA‐SiO 2 in water preferentially forming cis ‐isomer. Both electron withdrawing and electron donating groups were found to be well tolerated and isolated products were obtained in good yields. Cis‐isomer was predominant in case of electron donating substrate in water.
