It is demonstrated by applying a theory developed by Starr that the mean meridional circulations cannot transport atmospheric water vapour across surfaces of constant mean values of water vapour mixing ratio, and that the work of transferring the moisture from zonal regions of surplus to those of deficit must therefore be accomplished by eddy components of motion.
