The present study is concerned with non‐coherent light scattering due to interaction of an incident electromagnetic wave with fluctuations of Rayleigh surface waves at the isotropic photoelastic medium boundary. Two mechanisms of the interaction of an electromagnetic wave with Rayleigh surface waves are considered: interaction of electromagnetic wave and surface wave a) by means of the inhomogeneity of the dielectric constant and b) by means of the photoelastic mechanism. A general expression for the coefficient of non‐coherent reflection is obtained.
