The behavior of a superconductor in time‐independent electric field perpendicular to the surface and in the external electromagnetic wave is theoretically investigated. A new type of the resonance interaction between superconducting domains localized along the magnetic field (if the superconducting phase transition takes place in the external magnetic field perpendicular to the surface) and electromagnetic waves is predicted. The surface impedance of the superconductor with domains is calculated. It is shown that the real part of the impedance has a saturation if the skin length equals the domain size.
