To describe the experimental data of the line strength and the oscillator strength of electric dipole transition between manifolds a formula is suggested that takes into account the dependence on the energy of manifolds and the effect of electron correlation. It contains four phenomenological parameters and is applied to describe the experimental data of Pr 3+ in KPrP 4 O 12 . It is shown that the dependence of the line strength on the energy of manifolds improves essentially the description of 3 H 4 → 3 P 2 transition.
