Some of the most basic physical ingredients are discussed characterizing the observation of single particle tunneling in ultra small tunnel junctions. This includes charging energy versus image interaction and temperature, normal resistance of tunneling compared to the quantum resistance, and tunneling time versus time scale of introducing charges into the junction. Bounds are obtained for the resistance and capacitance of the junction to observe single particle tunneling and particularly the use of the recently developed scanning tunneling microscope to monitor this fundamental tunneling process is investigated.
